A plane may arrive without an upfront purchase price, but transforming a luxury aircraft into a presidential command center requires security, communications systems, maintenance, facilities, and long-term support. ABC News reported that the jet was retrofitted using taxpayer dollars, even as Trump insisted the cost was small compared with other options.
